Submission of Resolutions
Resolution submissions are welcome from Regular Member organizations throughout the year. Emergency resolutions arising at the Conference shall be subject to approval for consideration at the Annual General Meeting (see "Emergency Resolutions" below).

Form Resolutions
Resolutions shall be written in such a way that they recommend policy positions for the Association, actions to be taken by the Board of Directors, or amendments to the by-laws.
Publication and Distribution
The Board of Directors will distribute the following to all delegates attending the Annual Conference, prior to the Annual General Meeting:
- copies of resolutions submitted to ONPHA which the Board of Directors has referred for consideration by the membership.
- supporting documentation, if available; and
- recommendations of the Board of Directors.
Emergency Resolutions
Emergency resolutions are those that deal with critically urgent issues requiring immediate attention. Normally a resolution classed as an “emergency” is one that meets all the following conditions:
1. Addresses a situation that unless acted on, poses a direct financial and/or organizational risk or threat to ONPHA as an organization and/or a majority of ONPHA’s membership.
2. Must be acted on within a very short period.
3. Cannot wait to be considered by the ONPHA Board of Directors, ONPHA Executive Committee or the membership at a special meeting or subsequent general meeting.
Upon receiving any emergency resolutions throughout the year, the Board of Directors will determine whether to take immediate action or present the resolution for consideration by the membership at the next AGM.
Resolutions arising at the ONPHA Conference, and claiming emergency status, may be read to the delegates at the Annual General Meeting, but shall not be discussed unless two-thirds of the voting delegates attending the meeting in-person or by electronic means, agree to classify the resolution as being “emergency” by means of a non-debatable procedural resolution.
Where the resolution is classed as “emergency” the resolution shall be debated and then put to a vote of the members’ present, in-person or by electronic means to be either CARRIED or DEFEATED. Where the resolution is NOT classed as “emergency,” the resolution shall not be debated and instead shall automatically be referred to the ONPHA Board of Directors for further consideration.
Follow-Up Form Resolutions
Resolutions will not be forwarded directly to other parties for a response but will be referred to the Board of Directors for appropriate action.
